ARD, Inc. (http://www.ardinc.com/) requests expressions of interest from well qualified Conflict Early Warning Technical Specialists interested in joining an ARD led team in support to the USAID West Africa Early Warning and Response Design Support (EWARDS) Project. The project will further support ECOWARN, an operational regional early warning system run by the Economic Community of West African States (ECOWAS) in cooperation with West African civil society, in particular the West African Network for Peacebuilding (WANEP). As a cooperative effort between USAID, ECOWAS and WANEP, the project seeks to help strengthen existing reporting and analysis, while focusing even greater attention on strengthening the linkage between early warning and early strategic response by governments or nongovernmental organizations. EWARDS is a three year project, will be based in Accra, Ghana, and will involve travel throughout the ECOWAS region. The Early Warning Technical
Specialist position will support the technical implementation of the ECOWAS conflict early warning system, and will report to the ARD Chief of Party. Specifically, this specialist will provide troubleshooting support as necessary, facilitate process improvements of the system by making routine adjustments, conduct training, including training of trainers, and facilitate improved integration between the ECOWAS ECOWARN system and the African Union’s Conflict Early Warning System (CEWS).
Required QUALIFICATIONS for Early Warning Specialist candidates include: 3+ years of experience working in Africa on Early Warning Systems. Familiarity with the African Union Continental Early Warning System or the ECOWARN database is a plus. Prior experience in the ECOWAS region of Africa, and post-conflict environments.
Expertise in creating, modifying and improving and operating Early Warning and database systems. Experience training in database system use. Previous experience with U.S. Government agency or overseeing U.S. Government contracting procedures helpful. Fluency in French and English.
