ARD, Inc. (http://www.ardinc.com) is accepting expressions of interest from highly qualified Chief of Party candidates for a USAID funded Water Supply Services Project in Northern Uganda. This is an active post with the first year based in Kampala. The project is intended to assist local authorities in Northern Uganda with the re-establishment of water supply services through the use of incentive based contracts with private service providers for the operation and maintenance of their water systems. The program will design, award and manage up to three incentive-based supply and operating contracts with local, private operators for water supply services to residents in three towns in Northern Uganda. Responsibilities include: Report to USAID and play a lead role in designing and managing the operating contracts and interacting with senior government officials, water utility officials, local government officials, non-governmental organizations, other donors and community based groups.

Minimum QUALIFICATIONS include: 5 to 10 years experience with successful water and sewerage service delivery mechanisms and or utility reforms in developing countries.

Experience in USAID contract management. Demonstrated expertise in one or more of the following reform approaches: utility corporatization, output based aid, development of performance-based contracts for water utilities, utility regulation, and benchmarking. Prior experience as a project director or Chief of Party.
