DPK Consulting seeks an experienced manager of complex USAID-funded field projects with specific expertise to lead a rule of law project in Congo.

Candidates must have expertise in legal and/or judicial reform and a successful track record in supervising, designing, managing, and implementing technical assistance for donor-funded rule of law projects. S/he must also have proven ability to develop and monitor work plans, training plans, and procurement plans, manage large national staff and international consultant teams, manage subcontracts, and ensure quality and timely project reporting.

REQUIREMENTS:

At least ten years of progressively responsible experience in administering rule of law and judicial and/or legal reform programs, including significant overseas experience. Understanding of and experience in justice sector institutions, including ministries of justice, judicial counsels and/or courts.

Must also have a demonstrated capacity to develop solid working relationships with senior
government officials, local governments, non governmental institutions, donor coordination with other donors involved in administration of justice activities and must have experience in highly successful cooperation with host country governments and USAID missions, with superior diplomatic and relationship management skills.

Prior COP experience and an understanding of development and political issues in Africa, and preferably Congo is preferred. Knowledge of Congolese or other African counterparts and individuals and organizations active or interested in legal/ judicial/ rule of law issues is required. Fluency in spoken and written French is required.
